Job Purpose
To serve as a member of Mubadala Group’s Human Capital Leadership Team (HCLT) and as the Human Capital leader and trusted advisor for the assigned Mubadala Investment Company platform (including operating companies and assets), by providing strategic and operational Human Capital guidance and decision making, and overseeing the implementation of Human Capital strategies and solutions in order to achieve Mubadala’s financial, strategic, and operating plans.
Key Accountabilities Description
Strategy Development
– As a member of the Human Capital Leadership Team (HCLT), lead the development of Mubadala’s Human Capital Strategy to meet Corporate, Business Platform, and Group needs.
– Work with Platform Leadership and the HC CoEs on translating business challenges and priorities into effective and tailored solutions and strategies that enable the delivery of business results and address unique Human Capital challenges.
– Provide business inputs and insight that aid the development and enhancement of HC strategies, frameworks, solutions, policies and procedures to ensure the HC COE and Shared Services supports business needs.
Business Partnership
– Act as the Human Capital leader for the Platform Chief and senior management team on all people and organisational matters ensuring the provision of reliable and timely guidance, support, and decision making to the assigned platform, operating companies, and assets.
– Oversee the implementation and customization of human capital services, programs and frameworks, in close liaison with the Human Capital Centre of Excellence (CoE), ensuring effective execution in line with the HC strategy, CoE guidelines, Delegation of Authority matrix and HC engagement model.
– In line with the delegation of authority matrix, act as the relevant Human Capital approval authority for all HC matters within the concerned platforms in order to facilitate decision-making and drive towards operational effectiveness within the platform and the Human Capital CoE.
– Engage with assigned platform Chief Executive Officer and senior management in order to identify business needs from an organization and people perspective.
– Build and maintain strong relationships with stakeholders including platforms and assets, as applicable, to provide and receive relevant inputs on HC matters and serve the best interests of the organization.
People Management
– Lead, coach, and mentor the Human Capital Business Partner team aligned to the Platform.
– Operate as a dotted line leader overseeing the activities of the Chief Human Capital Officers within Mubadala’s operating companies.
Asset Management
– Serve on assigned Boards and People / Compensation Committees as the responsible shareholder representative for Human Capital within the Platform’s operating companies and assets.
– Provide direction and support to assets, as applicable, on people and organisational matters, and share best practices and insight that enables and enhances their HC strategy and operations.
– Spearhead large strategic Human Capital initiatives such as Emiratization / Train for Work, executive talent management, and strategic incentive design across Platform operating companies.
– Conduct strategic talent reviews across operating companies, including the hiring, assessment, and termination of C-suite executives.
– Lead the people and organization work streams for significant M&A, divestments, or restructurings.
Culture & Organizational Health
– Lead the Platform wide people agenda, engaging and coaching employees and line managers on matters relevant to improving organizational performance and health.
– Lead the communication of all HC related matters including policy, frameworks, processes or procedural changes that impact the platforms in order to create clarity and awareness for employees.
– Design and facilitate leadership interventions, meetings, and offsites focused on improving Platfom performance, culture and employee engagement.
– Act as an escalation point of contact for employee relations and compliance related issues, conflicts or grievances, ensuring effective and timely resolution.
Policies, Systems, Processes and Procedures
– Contribute to the identification of opportunities for the continuous improvement of HC COE systems, policies, processes and practices in order to improve business processes and productivity
– Provide input to support the development of HC COE functional systems, policies, processes, and procedures in order to meet business requirements.
– Ensure team members comply with all functional policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
Reporting
– Prepare functional reports in a timely and accurate manner in order to meet Mubadala Investment Company’s requirements, and the functional requirements, policies and standards.

Key accountabilities and activities
Strategy Development
– Review and contribute to IHN overall strategic plans by providing advice and recommendations to Senior Leadership Executives
– Work closely with Senior Executive Leaders, HR Managers and Business Partners to develop a forward-facing HR Strategy for IHN to support the Human Capital development
– Develop and monitor HR Organization business plan in line with the long term strategy
– Establish HR KPIs and Organization scorecard
– Support Group and Mubadala-wide objectives, from an HR perspective, by providing input and ensuring adherence
– Develop an HR Business continuity plan to ensure smooth delivery of HR services at all times.
Budgeting and Audit
– Review HR annual financial planning and budgeting process and ensure adherence to operating budget
– Lead and provide valuable input to budget planning activity, in regards to people and processes, to IHN
– Ensure compliance of HR and IHN with its HR policies and procedures and UAE regulations and labor law
– Approve selection criteria for appointing external vendors and oversee vendors objectives achievement and deliverables under budget
Qualifications and Experience
Minimum Qualifications:
– Bachelor’s degree in human resources management, business administration or equivalent.
– Preferably, a post-graduate degree such as MBA from a top-tier internationally recognised university.
Experience
– Minimum of 13- 15 years of experience in progressively more complex and senior-level roles in a human capital function, out of which 7 years of experience are in a managerial / supervisory role.
– Preferably, experience in a large-scale organization with complex and multi-sectorial business operations or experience working in various industries.
– Additional relevant experience is an advantage.
Knowledge
– In-depth knowledge of the end-to-end human capital value chain.
– In-depth knowledge of Mubadala Investment Company’s HC frameworks, methodologies, policies, processes and tools.
– In-depth knowledge of change management, and ability to facilitate the implementation of change by successfully engaging with senior level stakeholders.
– Strong knowledge of Mubadala Investment Company’s operations and sectors, and ability to lead the delivery of tailored solutions in line with specific business requirements.
– Strong knowledge of influencing and communication techniques, and ability to report and influence at senior level.
– Ability to identify, build and nurture strategic relationships that support Mubadala Investment Company in achieving its objectives.
– Ability to apply a consultancy approach with the credibility to coach and influence.
Authority and Decision Making
– The Head of Platform Human Capital Business Partners reports to the Deputy CEO& Chief Corporate and Human Capital Officer, and confers with the Director of Human Capital and Emiratization as needed on critical and strategic matters.
– The jobholder is the liaison between the Platform and the HC CoE, and is responsible for the provision of operational and strategic advice.
– The jobholder provides input into the design and development of HC COE frameworks, policies, and process, leading the implementation of such within their platform with the latitude to customize based on business needs and the Delegation of Authority matrix.
– Key decisions having significant impact on the Platform Directors of Human Capital are referred to the Deputy CEO & Chief Corporate and Human Capital Office3r for approval before implementation.
